Android is an operating system like Windows, Linux or Mac OS. Applications and services running full system and can access any location on Android. Other applications we use daily runs with low rights. Android hackers group has developed a general method called Revolutionary (revolutionary.io) that were included in a package all Android exploits so that you can root the system with a single click.
There are other applications capable of this. A simple search by SuperOneClick, Z4Root and Universal AndRoot will reveal other applications capable to provide full access to the smartphone with one click.
